IBConsole uses Interbase Express. So, that's maybe your answer as to
why you are getting the error with both of them.

As Thomas asked, is it possible that a previous version of GDS32.dll
is installed and causing some problems? Did you have a previous
version of IB installed before installing IB6? And, exactly which
version of IB6 are you using?

If you want to continue with a newer/better version of IB open-source,
you'll need to continue with Firebird. Also, Firebird has a lot of bug
fixes in relation to IB6.
