It seems that you should use mod_php4.spm to compile php4 as an apache
module.
Install the source rpm for your distribution and change
/usr/src/packages/SPECS/mod_php4.spec to include
--with-interbase=/usr/local/firebird
then follow the instructions from the link above to build and install
your new php-module.
