Subject Delayed response after maschin reboot

After a Reboot/Logon to Windows 2000 Workstation it comes to a strange delay on a certain select statement within our .NET application (up to 30 seconds; normally below 1). As there is no fb_server running as service on the workstation we start the fb_server.exe with -a immediately before the connect. The database has around 100 Mb with little write transactions. Restarting the application and therefore restarting the server does not show up the delay any more.
The NT performance monitor tells us that there is a lot of disk activity when the delay occurs.

Any idea what's going on here?
How to tell the server to be more verbose on it's activity eg. writing more information to the log file.
