I had similar problems with win98 and it turned out that the version of msvcrt.dll made a difference. I didn't try a lot of versions but v6.10.9359.0 made it work for me.

When distributing firebird embedded it is essential to include
msvcp60.dll. Everything works fine on win98SE, win98ME, win2k, winXP.. but fails on
Windows 98 (clean, not Second edition).
Does some one have an idea why?
