If you are using Delphi, look at doing a WebBroker application to provide DB
access. Many books have details of this in them.

PHP if your application is not so complex and you wish a rapid
development timeline.
They both works under Linux and Windows.
PHP uses native interfaces for IB (should work for FB too).
