Sure.

It is possible but presents quite a challenge. You need to deal with the
possibility that Firebird or InterBase is already installed. If it is,
you need to consider if the version is compatible with your application.

Personally I would say it is easier to let the user do the installation
themselves. The standard install is pretty straightforward. It wouldn't
take much to localize it - the core Inno Setup stuff has already been
localized.
