Yes, through the use of the tools/facilities provided by the OS. Both
Win32 and *nix provide tools to block traffic from an interface.
No, the engine itself doesn't have any settings to enable this.
(although it has been mentioned/noted as a feature request, I can't see
why the engine should do this when the OS doesn't it already).
