The difference is not between Linux and Win32 - it is between Firebird's Classic architecture (ie, the original) and SuperServer (ie, the new, improved, washes whiter) architecture.

No - it will never be 'fixed'. The services manager is only available in the SuperServer architecture. If you need services install the SuperServer version.
