No. It was tried and tested and turned out to have a lot of unforeseen
ramifications at ODS level; so it has been deferred for the time being.

So I guess your original advice still holds in those circumstances - don't
create a foreign key, create a composite key of primary key + foreign key if
needed, enforce referential integrity with a trigger.
