It's a common misunderstanding to give the users the access right to the
the db-directory.
The users neither access the directory nor the database itself, this is
done by the IB/FB server.

Usually your problem occurs when you install FB/IB without being logged
in as ADMIN.

Uninstall it - reinstall the server as admin and see if this makes a
difference.

(I haven't got any problem using Win2K on a server)
