I would agree with you except for one important issue - the control panel
applet (InterBase Manager) appear to missing from the Firebird distribution.
On a Windows platform (especially NT/2000) this is a very valuable
management tool especially for embedded installations where there is often
little need for additional "visible" management other than to start/stop
Firebird.

Fortunately, the InterBase 6 ibmgr.cpl still works with Firebird 1.0, but I
believe that this omission should be corrected in future builds.

Server Manager is a pre-IB 6.0 (hence Firebird) tool -- the tool is no
longer used/available. In fact the server API changed and would no
longer support the Server Manager code, even if available.

There is no Firebird console tool, because it was felt that there are
already a good number of third-party tools (both free and $$$) which are
available. Accordingly, why would the project create yet another one?
