The first connection to a database (i.e. 0 users -> 1 user), certainly takes
a lot longer then subsequent ones. Is this likely to be the case, if so you
may want to employ an application that just connects to databases and does
nothing.
What is your server doing at the time? Is the CPU 100%.
BTW highly unlikely to be sweeps.
If there are certain clients that seem to be slower than others, you want to
check the environment, we have had slow responses from DNS / WINS servers on
certain clients and often resort to filling in the HOSTS file with the
servers.
