I think that such utility is lost.
:-)
A fellow named Marcel was trying to rebuild it from scratch. It was a little
Delphi app that wasn't open sourced.

This is a typical *.reg file that I extracted from this key:
HKEY_LOCAL_MACHINE\SOFTWARE\Borland\InterBase

REGEDIT4

-----cut here---
[HKEY_LOCAL_MACHINE\SOFTWARE\Borland\InterBase]
"UseCount"=dword:00000001

[HKEY_LOCAL_MACHINE\SOFTWARE\Borland\InterBase\CurrentVersion]
"UseCount"=dword:00000001
"RootDirectory"="F:\\BD\\Borland\\InterBase\\"
"Version"="WI-V6.0.0"
"DefaultMode"="-r"
"ServerDirectory"="F:\\BD\\Borland\\InterBase\\bin\\"
"GuardianOptions"="1"
---cut here---

Notice I never installed newer versions, hence the WI-V6.0.0.
:-)

What happened with Marcel, BTW?
