As you are using Firebird 1.5, I don't have any solution (for now).
If you were using Firebird 1, you can go to sourceforge, and pick up the
sources for the Pannel Control Applet [look at the addons module in the
Firebird tree], that will help you installing as a service (sorry, no
binaries for now).
