I just want to confirm, that I'm reading this correctly, and that it means:

- Only a single connection (one thread per connection) can run at a time and
all other connections are blocked.

It applies to superserver LIBS in all cases (Windows only, obviously, since
other plats don't support LIBS). A LIBS connection can't multi-thread.
