Server machine: (I hope it is NT or W2K)
Assuming there is a modem installed on your server.
Go to Control panel -> Net connections and Dial up connections
Create an "Incoming Call" Connection. This is more or less
the same as you do for creating internet connections to an
Internet Service Provider.
After that you should have an icon named "incoming calls"
or something. Go to properties and at the third tab/page
named "net" tune your connection, especially the TCP/IP
settings. At the second page define the remote users and their
rights to that connection
Client machine:
Create a Dial up connection to your server machine.
Double click, provide the phone number, user name etc
and that's all. The same as you do for a dial up connection
to Internet.
After a connection is established
you can work as if you were in a local area network (LAN)
that means <MyServerName>:<PathToTheDatabase> for IB/FB
connections using TCP/IP.
I have done it recently using FB and IBX. It works just fine.
Of course dial up connections are slow.

PS . VPN means Virtual Private NetWork and denotes a network
inside another. You may setup a (virtual) private network
using the Internet in order to connect remote machines
in a private manner. It's not your case. Dial up connections
should be fine for your (laptop) app provided that the
amount of data is not that big.
