Firebird cannot throw that message. To the best of my knowledge, the
uninstall from IB never deletes everything. One has to wipe out the debris
that remain in the installation dir. Besides that, it's a good idea to check
for more than one occurrence of gds32.dll and ensure there's only one, the
one that matches your server version.
If you are testing FB, then there's no user limit restriction. You seem to
have a mixture of files.
