No decisions have been made yet - except that it won't be IBConsole:-).
IBConsole was open-sourced, but the code is now essentially maintained by
Jeff Overcash (Team B), who has stated quite publically that he will not
maintain a version for Firebird.
The code was diabolical and should be sent to an early grave as soon as
possible.

However other options are available e.g. Michael Mutl's lean and mean Mitec
InterBase Query
Jason Whartons IBSQL or
Toni Martirs IBAccess

Since I don't make the decisions without consulting everybody, I will state
that my personal preference is currently IBAccess, Open Source and runs on
Windows and Linux....

Alternatively we just ship command line and let everybody choose their tool
of choice. IBConsole even....
