Actually, I just went and checked. Build 342 of IBConsole seems to work fine
with RC2 on Win32. Well, 'fine' might be too strong a word for it. The
dialogues for registering a server and connecting a database are less than
intuitive. However I certainly didn't see a problem with detecting the
availability of the services api.

So, currently there are no significant issues that I can see with IBConsole's
support for Firebird. However, my confusion is not entirely unfounded. There
has been no specific commitment to provide support for Firebird in IBX or
IBConsole. The likelihood remains that incompatibilities will sooner or later
arise.
