\\niagara is not a tcp/ip host, it is a NetBEUI host.

Your connection string for connecting to a database with tcp/ip is

niagara:drive:\databasepath

and your hosts entry should be

nnn.nnn.nnn.nnn niagara

Databasepath *must* be the physical path as seen by the server, not a mapped drive, etc.
