If you can see the functions in IB_WISQL, and the parameters
are right, then it can only be that it is not finding the
right .dll - IB_WISQL gives the exact name it is looking
for.

I found that adding the following line to 'ibconfig' in the
Interbase directory helped as it tells the server exactly
where to find it

EXTERNAL_FUNCTION_DIRECTORY C:\InterBase\UDF

Use your own path name, I put Interbase in its own root.
