George,
I would, personally, recommend that you simply leave IB running in the
background and not try to stop and start it as required.
Running the engine in the background will have an imperceptibly small
impact on system/processor utilization.

My company is evaluating the use of InterBase as the database component
for a large mechanical design application. Within that context, I need
to know if there is a way to start and stop the server from another
application, as we do not want to have the server constantly running in
the background (we would prefer to integrate it into the application
more tightly). Also I need to know if there are complications involved
with operation in the mode described that could cause problems. Our
target platforms include both Windows NT and Unix systems.
Any guidance on this issue would be highly valued.
