Although Dave Schnepper suggested that we go on and fix the issues on the
road, Ann said that there were a couple of places that depended on indices
being always active, so the change was risky. Hence it was deferred and I
never merged the file with the main CVS tree. Previously (before Borland's
changes) the engine never required an index to enforce a FK.
