Almost any CASE tool will handle reverse engineering of a db and will
produce a diagram from it. You can export that diagram as some image format
and later print it to a PDF. There are some freeware PDF makers in the net,
plus some html2pdf programs. However, I doubt you need html. You seem to
need a way to print an image to a PDF.

If you want a cheap CASE tool and a cheap reverse engineering package, look
at Datanamic products. Being my budget low, I use them.
