The classic server uses inetd. The installer should have placed an
entry like:

gds_db stream tcp nowait root
/opt/interbase/bin/gds_inet_server gds_inet_server

in /etc/inetd.conf (or wherever your inetd configuration file hides).
I'd check to make sure the entry is there and then HUP inetd.
