It all depends on what you want to do - number of concurrent users, type of
application etc. For instance, if you are planning to service 50+ users then
skimping isn't going to get you very far. If you are designing for a small

Workstation/Win2k professional is up to the job.
Whatever you do, don't forget to make sure that you have a UPS and a decent
backup routine in place. And, of course, installing Firebird is recommended
instead of IB6.0.
