Since the registry keywords location changed after IB4.2, you should use the
license manager that matches IB4.2.
Go to www.sysinternals.com and grab filemon for NT/W2K, then put a filter
iblicen.*
to avoid having thousands of output lines and start the licensing tool. At
least you will be able to see where the file is being searched and if it's
found.
