I'd probably say working with Firebird on PHP rather than developing the drivers.
As others have said and will say, we tend to prefer the generic driver as PDO
needs MORE work to fill in the missing gaps.
That said, pdo_firebird is loading fine on my windows machines ...

and see if it helps ... you need to be using a 'non-standard' Apache download to
work with PHP5.3 is will not run with the official builds :(
