Only some thoughts about checks:
1 - first FB instance run on standard 3050 and second one on 13050?
2 - AFAIR fb 2.1 doesn't check etc/services, only firebird.conf in
installation dir.
3 - firewall problems?
4 - Local connection works?
5 - do you restart services after changing firebird.conf and/or services
file?
