Yes.

Extension's code is (just like the rest of PHP) released under PHP
license, which is very much like BSD license (just requires you to give
credit). There are 2 things that have to be done to include it with
Firebird:

1. Include PHP license text in the distribution
2. Include the following sentence:

This product includes PHP, freely available from http://www.php.net/
