I use jEdit... works great on both linux and windows. (www.jedit.org)

Also, ConTEXT is good if you're looking for something ultra fast (only
problem is that it's windows-only tool).

As for PHP-only tools, I've tried PHP Coder (www.phpide.de) and it's
good, and I've seen PHP Ed which seems to be even better.
