I have posted a new draft JDP, jdp-2019-04, to change the Jaybird
version numbering and naming scheme.

The intent is to obsolete jdp-2019-02 and switch to jdp-2019-04 with
Jaybird 4.

Compared to jdp-2019-02, this proposal will move the target Java version
from the artifact name to the version. This is similar to what the
Microsoft SQL Server JDBC driver and the PostgreSQL JDBC driver do.
