What does "JayBird compatible" means?

I was using JBuilder 9 Personal Edition and Eclipse 2.1 (currently I'm
using Eclipse 3.0 integration build from 8th of August, but that's not
yet released).

Both are free (with JBuilder 9 Personal Edition you have to check
license about developing commercial software, but I believe they've
removed that limitation to be able to compete with Eclipse).
