The problem with xinetd is solved.
The error was it was not running.
Now it is working on my test machine.
Thanks to who help me with this.

But my problem with the incorrect versions on the production machine
remains. So if someone can help me ...
I will try upgrade Firebird to the version 1.0 to try to solve this.
