Something definitely needs to be done with the web site. I completely agree that a new developer's first impression is very important.

On the matter of cost to re-design the site, here are two things to consider:
- There are thousands of professionally designed templates for web sites these days (http://www.templatemonster.com - for example)
- Since the Foundation is non-profit, professional designers may be interested in donating their time (could be a tax deductible activity) or giving a discounted rate
