Fuller was an expert in taking almost dead companies, reorganizing them,
making them valuable again for investors and then sell those companies to
someone else. He was good at that. However, with Borland he failed to sell
it to Corel as you know, hence he had to keep the company living. That step
wasn't in his strategy, obviously.
