Well, they announced winners after all (see http://news.fyracle.org)
I had a quick look at the winner:

In general terms it is similar to Fyracle -- translating source SQL
to target SQL on the client side. Other than Fyracle, it also tries
to convert PL/SQL to the Ingres SP language at the source level; as a
result, only a very limited part of PL/SQL is supported. S2I is coded
in Java, Fyacle is coded in C++.
Of course I am highly biased, but I think that Fyracle is
considerably more advanced at this point in time, although hard work
will be needed to keep this comfortable lead.
