I see it from time to time. It indicates that the 'load' on the server
is a bit heavy. If I hit 'refresh' 9 times out of ten it builds
correctly. Not sure that the PHP setting needs changing, but if the load
on the server is going to get heavier, then a faster machine, or an
additional mirror may be needed :)
