If it is for a charitable purpose, you may want to consider taking a look at
what I have in IBO for replication as a spring-board to move from. Anyone
wanting to contribute in its development would also be granted free access
to the sources. If would not be a GPL solution however, you may want to
study the Trustware licensing concept that I use and see if it is suited to
your liking.
