This add the following

Add support for INTEGER and SMALLINT NUMERICS
Call commit_retaining not commit_transaction when AUTOCOMMIT
ends a transaction

As usual all bugs and suggestions to me nick@.... There is
still a outstanding problem with SQLFreeStmt and statements that do not
generate rowsets, I am still looking at the problem, but have yet to
reproduce it.
