ability to communicate and inspire and/or accurately reprimand others, etc.
And for it to be a community that doesn't quickly crumble in time they also
need to have integrity, morality and charity. History proves this in many
ways too.
The same rules apply to businesses, corporations, universities, churches,
families, towns, nations, etc., etc.
