If you go to 'www.wincvs.org' you can download a 'Windows GUI' interface to
CVS, that will allow you to access remote repositories. The actual CVS
'Server' application will only really work on *NIX based machines, although
the Windows version does work in 'Stand Alone' mode AFAIK.

Unless you plan to run you own repository, you will probably not want to
install the actual application, but just want to connect to one.
