The information is all in the Mozilla licence which you can link to from
www.opensource.org.
The licence itself does not preclude forking. The organisation which forms
the mainstream of development determines the lifestream of the source. The
concern I expressed was that, if the source were released before the
lifestream infrastructure were in place, an immediate fork - prior even to
the full v. 6 releases - could occur. Given a long enough time between the
private review and the official opening, unoffical IB6+ binaries could be
compiled and implemented with the proprietors powerless to do anything
about it.
