The idea of having separate lists is so that people can limit their
participation to those topics that are of interest. The concern is,
if lists get flooding with inappropriate traffic, then people will
stop participating because it is too difficult to wade through all the
uninteresting items.
I do agree that the purpose of this particular list is a little vague.

Anyway. The answer to your question is...
Either SP-A must have execute access to SP-B (and everything else that
is used) OR the user must. Either (or both) condition(s) will satisfy
the security requirement, the choice depends on your requirements.
