These "manipulate the meta-data" activities seem well suited to a set of "system" stored procedures - as can be found in other database products. Actually, one of my "wish-list" entries for IB OSS (hey is IBoss a marketable name?) is a set of standard system views and stored procedures (for things such as changing an object owner, column size, etc).
