Thanks to everyone who suggested IBReplicator. Sadly I'm looking to
deploy across more than a thousand sites, so even its modest cost is
far too great! I don't suppose anyone knows of an unlimited licence
or perhaps an 'application licence' for embedded use.

I'll take a look at the others you mention. Anyone got any
recommendations between these?
