gds__cancel_operation is used by the "superserver" server, but doesn't
not have an isc_ counterpart. I need to provide equivalent
functionality. I have three choices:

1. Define and export isc_cancel_operation as an envelope around
gds__cancel_operation leaving functionality unchanged.
2. Define and export an isc_cancel_operation with expanded format
and/or semantics
3. Define and export an fb_cancel_operation corresponding for either
#1 or #2.

Does anyone have strong feeling (any feelings) on how we should go
here? If nobody cares, #1 is the path of least resistence.
