Not entirely true. You just need a UNIX-like shell environment, for
example cygwin32 or mingw. MK-Tools probably would work too.

Mozilla is facing this same cross-platform build problem. It's
certainly a nontrivial problem! :)

I think most people would not be a fan of a homebrew build system unless
it were open-source, maintained, and easily available.
