I was assuming the application vendors who depend on this licensing would
be installing their own server copies, as in "embedded database". Sharing a
server between vendors wasn't considered. Do we need to consider that?

Jan's suggestion of using PKI private keys embedded in the application
clients which are used with public keys provided by the server is a good one.
