Ah, that's an interesting clue!

Have you set the CharSet explicitly or do you leave it blank?

If you provide an explicit CharSet then that quick connection thing in
succession will not happen.

IBO goes ahead and gets what the database default charset is and then makes
a connection using that in a second connection where that CharSet can be
passed in.

This indicates that our affected machines are having problems issuing two
connection in rapid sequence. Odd...
